Ideas I want to prove or disprove. Can an ombudsman make a difference? Does Flint have an adequate number of Police officers for the area (population, size, etc)? Are wages and salary's in line with other areas? The Chief and his Command Staff manage an annual budget of $26 Million. Population 220,500 people, Mayor form of government. 9 city councilmen, police Budget of 34.7 million, 413 sworn officers.
